Santiago was born on January 9, 1958, and from an early age, he showed a strong interest in justice and law. He decided to study Criminology and pursued a Bachelor of Science degree at the Philippine College of Criminology (PCCR). His hard work paid off when he became a licensed criminologist, proving his deep understanding of crime and law enforcement.
His passion for law didn’t stop there. In 1993, he earned his Bachelor of Laws degree from Manuel L. Quezon University and later passed the Bar Examination. This achievement opened new doors for him, allowing him to build a strong career in the legal field. His journey from studying criminology to becoming a lawyer shows his dedication to learning and growing in his profession.
